The belief that there is only one god and the belief that there are no gods both lead to disbelief in polytheism. Polytheists cannot understand the monotheistic and atheistic mindset hence the Roman requirement of worshipping at the Emperor's temple. The Jews were granted an exemption from this requirement but when Christianity was rejected by the Jewish community as not being a valid sect of Judaism, the exemption no longer applied to the Christians.
