I found that “Rich Text Editor” and “Quick Tags and Smilies” cannot co-exist.
Is it right?
Or anything I miss to do…

As the description states, the two are mutually exclusive. The quicktags are for easy adding of HTML which is never manually added within the RTE, so it is rather pointless to have them work at the same time.
